When I go up to Kivarr to rescue him, I can kill the NPC next to him but “Kivarr located” doesn’t complete. Also, when I try and talk to Kivarr the dialogue is blank.

same here, can’t complete the quest.
/reload fixed it for me, I had to kill the add that spawns near Kivarr
/reload hasnt worked for me…

I’m having the same problem. Have tried /reload, logging out/in, abandoning the quest and trying again.
Even more fun, because I’m still in that quest and Herne is in a different spot, I can’t hand in “Training Our Troops” either.
Sorry, that last reply from “Aerron” should have been on this character. 
I’ve killed that add 3-4 times now.
/target Nika Its a small spirt squirrel inside the circle… just follow it till completion
