So I am having an issue with the buildings in my Draenor Garrison. It is saying that I need the plans to build new buildings EVEN THOUGH I have the plans already …it even says that when I try to rebuy the plans.
This sucks because I recently changed this Character from Engineering to Alchemy however I cant change the profession building at my garrison meaning I am locked out of Draenor Potionmaking.
Fly out of the garrison and then come back. Sometimes the permissions on the plans don’t load correctly.
Did not work.
Ya know what could be the issue. Back when this guy was on a PVE server I transfered him from Alliance to horde for a time during Legion but did not do a lot of the Draenor horde quests.
Hmm, usually that works.
You flew far enough to change the area? Like, out to Arak or Tanaan? Or a bit into the Shadowmoon zone?
The next step would be to log out and disable your add-ons. (Not a full UI Reset yet.)

I just had the same thing happen to me! I had to make sure DBM was deactivated and then I had to pick up the quest to open up the docks … we need a shipwright that Wyrnn has just in front of the fireplace… then zoom outta zone and back in and presto … I could work with my buildings again.
even if this one is an old topic, today 11/14/2019 has not been resolved and still it’s bugged.
I don’t learn rank 3 and yet has the same bug. I can’t do anything since Activision screw Blizzard and manager are so cheap that don’t want to hire somebody so, I can’t open a freaking ticket.
what can we do?
Still bugged as of September 2020. And yes, flying out of the garrison and then back in still fixes it.
Still bugged. Flying out of the garrison (and into frostfire ridge) didnt work, but changing zone completely did work.
still bugged for years now, relogging fixed it.
I have this bug right now. Tried everything… disable addons, reset interface, ran out to tanaan jungle and came back…
Fixed. Didnt have to relearn, it was unlocked on coming back
Sill bugged as of today. As usual flying far enough outside of your Garrison to leave it proper and flying back in fixes it.
I had the same problem. Just went to the guy in the center of the room and signed up for the challenge thing. Got ported into the instance, clicked my portrait and leave instance. Arrived back and was able to complete my upgrades.
