Cannot add sockets to necklace I got from S4 m+ dungeon

I encountered a bug where i am unable to add in tiered medallion sockets to my newly acquired neckace from mythic +. Tried both rank 2 and 3 medallions on neck with 1 existing socket to no avail. Keeps telling my the quality of the tiered medallion is too low for this item.

I got the haste/mastery neck that drops from tindral, in the Timewalking cache, with a natural socket. I too cannot add any sockets.
