I am pretty sure I turned my XP gains off before the shadowlands patch. I am at the NPC to turn back on and it is not an option. I have 2 accounts and this is happening on both. My XP bar is also MIA so I am basing this discovery on the fact that quests were not giving my XP rewards when they should have been according to the quest description.
This is definitely a new bug that’s been affecting many people since Tuesday’s patch. There apparently is a workaround, however, as explained here.

Thanks, I did try that and unfortunately it did not work for me
Here’s another workaround that basically states to have the other party member to turn off their XP too (they have to be below level 50).
Sorry, I haven’t personally encountered the bug myself, so I can’t be much help beyond that. 
Thank you! having someone turn it off allowed me to turn back on.
