So Pandaren is completely greyed out for me…

I can create any other horde toon except a Pandaren.
Is this intended?

I am playing Cataclysm Classic - MoP pre patch

It seems that due to faction balance issues on that realm, both factions have to be unlocked because a Pandarian can be either after the storyline.
This is what was brought up in a few other threads. Unknown if it’s a bug or intended to keep faction balance equal.

If it is intended… that means that no one with a horde character can make a Panderan…
