Can you upgrade heirlooms with marks of honor?

So it’s not possible to upgrade heirlooms without spending gold? You lose the set bonus and ilvl increase if you don’t spend thousands of gold per item, per upgrade

I really hope they add more uses for Marks of Honor; I think I have around 3k of them.
