Can you transfer characters from 1 account to another?

I have 1 log in name with 3 accounts on it. Can I use the transfer character to move a character from 1 account to another? Or is it only from 1 server to another on the same account?

You can transfer between accounts. I’ve done it more than once.

Go to Character Transfer in the in-game shop and there’s a checkbox there to move a character to a different account.
