For non-current spec artifacts it seems to follow the old t-mog rules. The non-current spec artifacts get listed under their weapon type rather than the “artifact” page.
For example, the Destruction Warlock artifact was a staff. I like to use it on Demonology, but I have to have a staff equipped to t-mog it and it is listed under “staff” not “Legion Artifact” as my Demonology Weapon is what displays under the “Legion Artifacts”

I haven’t been able to get it to work in weeks. It’s likely dead.
I logged into the fury warrior I was leveling and it still have the sword and board artifact from prot equipped while dual wielding swords. I’m guessing it didn’t change any of the current tmogs but prevents all future ones?
Lucky. I forgot which tuesday it was but I logged in and my transmogs had been wiped.
It seems like blizz now prevents you from changing tmogs completely while actively swapping specs
EDIT: NEVERMIND I can still use ashbringer on my holy paladin. No idea why it wasn’t working on my dk…
OK so if your frost spec you can transmog it as a legion artifact under “legion artifact” in the dropdown menu.
If your NOT frost you’ll need to find them under “1 handed swords” which unfortunately the other specs don’t really support.

Maybe there’s a workaround I’m unaware of.
Artifact transmog is currently broken. You can’t transmog a 2H into a 1H/Off hand artifact for instance.
that makes sense cause I CAN transmog a 1h into a 2h
Blood could never mog to dual wield Frost, unless it was broken at some point.
Casters can do this. I believe melee follows different rules for artifact transmog.
Idk for other casters but as a Lock I can’t transmog a random staff into my Demo lock dagger.
You used to be able to. Basically you make a macro that begins the process of swapping specs.
For example you’re in frost spec, wielding a 2handed axe. At a tmog vendor at the last like 0.3 seconds you would tmog your 2h axe into the frost dual wield swords and you would keep the dual wield sword appearance as a blood dk.
The above didn’t work for me just now but I was able to change my 1handed holy pally sword into the 2handed ashbringer ret sword for some reason.
FINAL EDIT: It appears you cannot turn a 2hander into a 1hander at all with this method right now. I’m hoping that will be changed when they fix the warlock tmog bug. For example I cannot turn a 2hander into the prot artifact appearance even normally. Something is busted.
