Yeah, just do Ashran.

Plenty of people play Belf.

Yep. Kills you get there count as being in Draenor for the titles.

Yeah, it is. Racial kills count towards the quest, and if you can ask around if there’s anybody else on the same Nemesis quest (and you’re in the same party) you can get duplicate progress for each kill.

You have to build the Gladiator’s Sanctum in your Draenor garrison and upgrade it to level 2 to get the Nemesis quests, according to this guide:

Yeah, you upgrade it to rank 2, pick the race you’re going to hunt, them kill them in Ashran (or the world, but there’s nobody doing that). VERY tricky to get rare races, like Pandaren and Goblin.
