Better question, where you ever able to level boost a DK or DH when they were new during the expansion they were released?
I got DF and with it a free boost, but I have one of each class on my main account and slowly as needed am levelling others on my second account. But I don’t want more than one per class on my main, I only have that many because it’s one of each, lets me experience them all and whatnot.
So what do I do with my boost? Would I be able to boost a Dracthyr in DF? Or should I just use it on my second account for the lols?
Dracthyr start off near level 60. So they are pretty much boosted by default

You will not be able to boost a Dracthyr.
They aren’t going to let you do that in the expansion they were released, and probably not for the one afterwards either.
Took them a couple of expansions on DKs and DH got changed at the beginning of SL mostly because of the level squish and Chromie Time.
Could always do what I do and have more than one of each class for different specs.
I have a Draenei Enhance Shaman and a Dark Iron Ele Shaman. I have a bunch of other “doubles” like that too so that I can play other races and go different directions with things like Covenants (or whatever else is in the game at the time).

Yeh I forgot about this starting at 58, so taking my free ($80, yes they are $80 here in AU) boost for 2 levels is dumb.
