Is Blizzard really all-in on phone games with predatory micro-transactions and willing to drive their PC franchises into the ground?
Or is Blizzard well aware that they have had three WoW expacs in a row that were more or less crap, Diablo and Starcraft are languishing, and they actually are committed to fixing the mess and renewing the games?

No. Unless they plan on just surviving off of the past expansions with legacy servers.
Legion was amazing. It wasn’t “crap”.

Just because you don’t like it, doesn’t mean it was a failure/flop. By what metric are we using to determine bfa flopped?
It is already guaranteed to be a flop if they plan to go forward with waiting so long for flight again. And that game design decision is pretty much set in stone at this point, so we already know the next expansion is gonna suck. I really don’t see how it won’t unless they announce they’re changing their mind on it next expansion.
The loss of subs. However, just look at the general opinon of the game and that should answer your quest chin.
MAU’s, BFA has been almost entirely glossed over in the investor reports whereas in Legion, the investor reports were all glowing about its performance compared to WoD.
You can also use the investor reports to know that, by in large, Legion grew the player base instead of shrinking it. The same can’t be said about BFA. The most substantial bit of info we’ve had was “expected post-release decline”, which is the opposite of how Legion was handled.
All signs point to a decline from Legion, and with Blizzard losing 10 million players since Q3 2016 across all IPs? Things aren’t looking good. Can’t say how many were WoW players, but when dealing with that many people, it can’t be good.

I didn’t think Legion was that great at all. I liked pieces of it, but it had a ton of crappy endless WQs and features that were almost immediately pointless (that amazing class hall quite quickly became just a quest pick-up point, a weapon update point, and a bulletin board. What a waste of art assets.)
I think many people praise Legion because it followed WoD and because they think of the Mage Tower or their weapon looks to collect. It is like the opposite of what happened to Cata because it followed Wrath and people think of Dragon Soul.
Question is cab they survive the errors they already committed?
They don’t need a lot of subs to survive.

I like how in everyone’s desperation to crap on the game, we have to re-write history to pretend like Legion wasn’t well-received.
The Dungeons and Raids weren’t boring in Legion. That’s also a big factor even if you may not like them. With group finder you were able to find Emerald Nightmare groups when Argus came out. I haven’t seen an Uldir group since it stopped being the current content & I’m seeing less groups for BfA raids overall compared to the Legion ones.
Mage tower was boring(to me plus I don’t care about weapon skins) and Legion is usually overhyped, but I was willing to do the emissary quests after reaching exalted and liked doing them in Legion. The only ones I do in BfA are 7th Legion/Honorbound, and the new factions just so I can get them to exalted and be done with it.
5 years more already… haven’t we had enough ‘‘is this the end for WoW’’ type threads for 15 years and counting… lol.
It has it’s faults, and there are people who hate it, love it, and are meh about it. I remember MoP getting a tonne of hate then suddenly it’s the best XPAC. BFA won’t be the same but not every expansion will be to everyones’ taste.
So they turned out a lackluster expansion so far, I’m sure they are smart enough to fiddle with the formula to get a better next expansion. I’m not optimistic about it but you’d be a little ignorant to think they’d just sit on their hands and do BFA 2.0 in a years time.
I hated MoP back in the day, but after the expansions that we’ve had, I think it was alright. Class design was awesome at least. Story was bad in my opinion, raids were okay but not great, dailies were boring, zones were meh, continent felt small to me. What I’ve learned over the past few expansions is that it doesn’t matter how much content you have if you have bad class design, it will all feel bad if it involves combat. With good class design and little content, it feels bad, but not near as bad as bad class design and tons of content. If I was told I could play BFA with patch 8.2.5, 8.3, 8.3.5, and 8.4 for the next year or run the MoP dungeons with MoP class design over and over again for the next year, I’d take the MoP dungeons.
Oh, and to the OP… no, WoW cannot afford even one more bad expansion.
