The Silverhand was historically an Alliance order up till Wrath where they formed with The Argent Dawn to create The Argent Crusade.
Legion comes along and the order reforms as a united forced of all the paladin Orders. Yay, friendship.
Fast forward to BFA and Shadowlands, in BFA we see Silverhand Knights fighting Blood Knights, and Turalyon and Liadrin even fighting. Turalyon mocking how Azeroth could ever allow The Horde to wield The Light.
But now in Shadowlands, Blood Knights are still flying The Silverhand banner. IN ORGRIMMAR. The Silverhand was created to drive The Horde off Azeroth, and now their banner is in The Horde capital.
Those banners have been changed. Also it’s an alpha. They use placeholders all the time.

There are two Silver Hands. The original, founded during the Second War, was disbanded during the Third War - first Arthas fired them all, and then when he came back from Northrend, he repeated the sentiment with his runeblade.
What we had during vanilla and Wrath were successors to the Silver Hand, mainly the Argent Dawn/Crusade. These were egalitarian, faction-neutral organizations because they had more important things to do than argue about whether green or pink is a better skin tone. They continued in this vein until Tirion formally declared a new Silver Hand in Legion.
And then BfA just ignored everything that happened and pretended it was Warcraft II again, as it was wont to do.

Technically, the Silver Hand existed up until the purging of Stratholme. Arthas disbanded them as Uther and the other Paladins of the Silver Hand refused the order to purge the city.
The remnants of the Silver Hand then returned to Lordaeron with Uther and reported on Arthas’ actions. Whether or not Teranas countermanded the disband order is unknown. They did, however, execute a fighting retreat through Lordaeron as the Capital fell, taking with them the bodies of the greatest champions and heroes of Lordaeron to keep them out of Arthas’ grasp and interring them in Light’s Hope Chapel.
As Arthas turned north towards Quel’Thalas, what was left of the Silver Hand rallied who they could and fortified and defended Tyr’s Hand.
After the events of the Frozen Throne, Mograine too the remnants of the Silver Hand, as well as volunteers from Stromgarde and Stormwind and what little of Garithos’ forces survived Sylvanas’ betrayal and formed the Scarlet Crusade, who became the Argent Dawn, who became the Argent Crusade, who was reformed as the Silver Hand in Legion. However, Sylvanas’ actions splintered the newly created Silver Hand and the Blood Knights, Sunwalkers, Vindicators, and Silver Hand (primarily humans) went their own way.
The canon leader of the Silver Hand (probably Tyrosus) likely yielded command of the reformed Silver Hand to Turalyon with his return seeing as he’s the only member of the original Silver Hand still alive.
