We went through this with Torment in p3. We have stun abilites in this game that has cooldowns for a reason. and we have an item that consistently does 4,2,1 second stun in an AOE with no internal CD. MoM and Torment should have an on use with cd, just like abilites. In general I don’t think rng deciding the outcome of a fight is a healthy direction. Vis’era is a good example of a skill based on use ability with a CD. In other words, add an internal 20s+ cd on MoM or make it a use with CD.
at 20sec… would always pretty much proc at start and proc again right after the DR of stun went off so would always 4 sec.
