That’s kinda the point- for ‘progression’ guilds, or at least what would have been at the time, the potions are still highly costly during the point where they’re needed.
But at this point those move to AQ40, and it’s more casual guilds that aren’t willing to spend a lot on MC/BWL trying to get through old content. Making one of the main costs of those raids trivial in price really helps- I wouldn’t have been surprised if the same would have been planned for elemental earth and cores if the game had reached a phase 7, perhaps through Brood or Cenarian.
As much as I would love to be able to turn Heart of Fire into Elemental Fire I think it’s best to keep the release schedule for it to phase 5.

You can do that one every 24 hours, and recipe costs 800 gold. And it’s very rare recipe.
So spending 800 gold to make 9 isn’t smart. The more you know.
