Of course that is how it is, people who don’t want to PvP do not want to compete they just want to outnumber. If there would be only one PvP realm, it would most likely be full on both sides. This would also require to be sole sharded too and Blizzard servers are garbage these days so it wouldn’t be able to handle it.
