This would also require to be sole sharded too and Blizzard servers are garbage these days so it wouldn’t be able to handle it.

They have made irrational changes for even smaller percents of the community before so that “point” doesn’t really matter lol

Putting on my couch dev hat, they probably didn’t build an option to have one realm always have War Mode On. And making this special patch will incur dev and maintenance cost going forward.
You have to remember that it’s not just work to make something work once and for all. There are constantly updates being released and every branch of functionality needs to be tested and this tiny special case is going to incur maintenance cost on the mainline retail code.
Classic realms have advantage of independence, because it’s a whole new codebase fork that doesn’t affect main retail repo at all. But even there most special changes affect all classic and not just one realm. For example, the new ranking affects both classic Era and Fresh probably exactly for this reason.

I’d actually like to see the opposite (edit: I realized this might be confusing I meant to punish zergs, not buff solos) I don’t like the idea of punishing players for grouping, but zergs seem flat out unfun for the most part.
I’d like to see a way to encourage smaller skirmishes, maybe 10 people max.
Though to be fair I can’t think of a good way to do that.
I wouldn’t be against a Tenacity buff in some form, as long as it applied in a way that wouldn’t make you have an overwhelming advantage in singular fights.
