Can the Cloak active reset on a boss wipe, please?

The rank 6 Cloak active is a 3 minute cooldown and with such, should reset after a wipe. However, it currently remains on cooldown. As people begin to push high levels of corruption, this could create a seriously inconsistent raiding, pvp and M+ environment and could disrupt the fluidity of pulls. Can we expect this change or is this working as intended?

There is no abilities on GCD that reset with death.

Anything >1 minute needs to reset on raid wipes.

no player death, on boss reset. resetting a boss resets most cooldowns and debuffs in teh game, including forebearance form pally shields and exhaustion from hero
