I can’t even…thankfully Eloraell has pretty much said what I was thinking…but in a much nicer way. 
All server name reserves no matter if they are east or west servers are at that time.
Just so you know every maint they do on Tuesdays or sever resets they do are always based off of Pacific time as well as every U.S. launch for all the expansions in retail.
Keep trying. It may take up to 3 hours to work.

I’ll try this once, if you are on the east coast, you are three hours ahead of those on the west coast. SO when Blizz says 3pm PDT (Pacific time, west coast) then it means it will be 6pm EST (eastern time, east coast)
It’s 3:00 still not up…

3pm PST, now use google and see what that time converts to in your time zone.

3pm PST is not the same as 3pm EST (6pm EST is when servers are up)
