The quest chain continues from Bluffwatcher Proudscar, a Tauren near the docks, with the quest Righting Wrongs. This requires you to meet with Baine Bloodhoof at Plunder Harbor in Tiragarde Sound.
For some reason, I cannot find the quest for this character. She sided with Sylvanas. Anyone else run into this issue? Am I missing a prerequisite?
I didn’t encounter any issue, the whole questline was 20 minutes and now I have cool mount.
I have this problem too. I have two characters who are both exalted with all BfA factions, one of whom has completed Tides of Vengeance, and neither can get a quest from Proudscar. I can’t find any information on it. It’s baffling. 
My Uncle has the same issue. He is not offered the quest from Proudscar.
hmmm i wonder if it is because you sided with Sylvanas that they don’t trust you to hand over a Proudmore.
I sided with Saurfang and I’m experiencing the same issue. I did complete the alliance side of the quest already. Don’t know if that may have affected things.
Same, I sided w/ Saurfang, and I do not get the option for this quest since the patch launched. Can’t find any information about it.
I sided with Saurfang (accidentally), since I didn’t know that was the ‘choice’ quest we had. My other character hasn’t done the Saurfang quests.
If the Alliance equivalent to ‘Righting Wrongs’ is ‘Loose Ends’, then my worgen druid picked up that quest with no issues.
Thank goodness I’m not the only one with this issue. Hopefully it will get resolved soon.

No, but I assume that’s not required.
To unlock Zanda’s, no. To further War Campaign, yes.
Why would they make people raid who don’t want to raid just for a story quest?
Because that would require the Devs to let players play the game the way the Players want to Play the Game and not the way the Devs want the Players to play the game.
That being said, an LFR kill counts.
If that’s true [that the quest is locked behind the Jaina fight], it’s kinda lame. I picked up the Alliance-equivalent quest with no issues, and that toon hasn’t stepped foot in BoD. I opened a ticket to ask, so we’ll see.
The Alliance One was locked behind Rasty instead of Jaina, I think.
Or maybe it is a bug.
I assumed that was not required either. I’ve only got as far as the Blockade in progression, and I refuse to do it in LFR because I can’t handle the idiocy/toxicity. My pally’s defeated Jaina, but didn’t have Tides of Vengeance completed.
If the Alliance version of the quest is ‘Loose Ends’, then I have that on my Alli main, and she hasn’t defeated Rastakhan yet.
My alliance character hasn’t killed a single boss in BoD and I finished the chain just fine.
That is a nope, I have not killed Rastakan on my Alliance character, but got the Tying up loose ends quests
