i unlocked the mage tower for a couple classes on alliance side, but now i mainly play horde, and my question is when im done leveling up my horde demon hunter, can i transmog to the mage tower weapon then do heroic kil’jaeden and unlock a new color? or does it have to be on my ally dh who has the mage tower weapon proper

Should theoretically be able to. I know youll get the appearance and everything so I don’t see why you wouldnt be able to get the alt colors unlocked. Could be wrong though, but you should be able to do a fight like H KJ with 3 people nowadays most likely.

They are account-wide.
The only ones that they are still working on implementing is druids forms.
Edit: Other then that yes you should be able to get the skin on your other DH.
You’re getting some misinformation in this topic.
No you can’t unlock the mage tower specific color skins on a character that did not unlock the mage tower skin.
Just look at your artifact in your class hall’s artifact interface. If you don’t see the base skin unlocked you can’t unlock the color variations. Most of the artifact skin unlocks are specific to the character and not based on account wide achievements.
For example, the color that requires a heroic Kiljaden kill, you can’t do that on your new DH even though your other DH has the base skin unlocked. You’ll have to unlock it with your old DH. But once you do unlock it, your new horde DH will be able to use the skin.
Not on your second DH. THe other colors have to be unlocked on the toon that finished the mage tower. This locks me into Alliance toons for the forseeable future.
