Anyways, only in Org can I not see the banker, any auctioneer’s, any players. I’ve tried to have others invite me to a different layer, but it does not work. been this way for over 2 weeks now.

Normally lacking NPC’s and players while in the capital city are due to a quest line that’s either in progress or has been abandoned after partially doing related quests. Many quests can cause the phasing of the area to change which makes it so players and NPC’s don’t show up. Just completing the quest line should get the area back to normal. There’s a lot of information in our article specifically about this, including suspect quests on this page.
