I started off as a blacksmith. I did all the blacksmith quests that offered blacksmithing recipes as a reward. I then dropped blacksmithing for enchanting. Now I want to go back to blacksmithing.
Will I be able to get back all of the blacksmithing quest recipes again? If so, do they reset the blacksmithing quests, or is there an NPC that sells them back to you?

No you can’t. Any recipes from one time quests are just that one time.
Any other pattern needs to be gotten by the same way you did before.
This is why there is a warning about losing patterns when unlearning proffs.

I would honestly speaking enchanting is better for making gold is wrath it turns some of the best gold farms into even better farms via more free gold while giving just as much stat bonus as blacksmith.
