Can I copy the look of one toon and give it to a new character?

It really depends on what specific transmog items your DH has.

Sadly no, but it’s possible to import your character into WoWhead dresser and have the exact options in front of you on another screen as you make the other character.

Yes, if your DH doesn’t use DH exclusive customization options.

My lock and DH are identical belves.

Go to the barbershop and screenshot all the options you chose.

They do, I believe it’s exclusively to the Blindfolds and body Tattoos though.
So if you have a Blindfold / Body tattoo, you wont be able to use it on your Rogue.

Oh. Duh. And Horns.
