Yes they can, they can use the hair and skin colors that were added, just not the eye colors.

I just tried it and yes, you can create a Manari DK

Even Draenei Paladins can have red skin.

Which is strangely lore accurate, since there’s a Boss in HellFried Chicken who is a Man’ari Paladin.
