Can discontinued starter class shirts be put on the TP or a vendor?

There’s very few options for sleeveless shirts in dark colors, and shirts like the thug shirt and footpad’s shirt are great – except there’s no way to get them anymore unless you have a million gold.

Can we add these class starter shirts to a vendor somewhere, or maybe put them on the TP?

Aren’t they on the wandering vendor in Hillsbrad Foothills Caverns of Time dungeon?

He sells SOME of the shirts, not even close to all of them.
