It actually depends on the race…

For the Allied Races, you must level the character from 10 to 50 to get the armor. So boosting is out.

For the core races, you need exalted with your race to obtain it so boosted characters can accomplish this.

Yep. My gnome has heritage armor and she was boosted to the level she is at now.

This is not true for Core Tauren THey have to complete the warcampagin.

There is usually a quest chain to receive the armor but the unlock is that you were exalted. I had to do a quest on my characters as well. For allied races, you have to level and then do the quest chains.

Base races can. Their only requirement is reaching Exalted with their race faction.

Allied races cannot. You must level them to 50 and cannot race change to them.
