They did try to do something about this in Legion with stat templates to even out the gear disparity but the I want to 1 shot pew pew roflstomp crowd threw a fit and it was scrapped after one expansion.
You can buy PVP gear that scales to a level when you zone in but it still sucks.
As far as twinks go in lower levels…THey need their own Queue. If you want to twink, twink but you play versus other twinks then. All of the excuses as to why you earned it, everyone has the same avenues, blah, blah, blah don’t work. A lot of the players in low level BG’s are simply leveling and Twinks destroy that avenue of leveling with locked EXP and raid gear.
Put twinks in their own Queue with other locked EXP players. DOne.

They have there own que, vets and f2p are also in that que now. Any twinks in xpon ques are abusing a glitch and need to be reported.

Friends told me if I want to pvp then I should just wait until DF for max level but grab heirlooms and level up in BGs to pvp. That’s what I’m doing ATM and its a lot of fun.
The times it isn’t fun is when I as a solo queue am facing either a premade, party synced or an exploiting twink. Then its not fun nor fair imo.
Ironically I was just in a couple BGs against a party syncing 60s in the 20s bracket of all places.
He would emote at everyone while being 3v1. So I went to AH and bought potions/flasks/enchants (all up less than 100g) and went back into the BGs and all of a sudden when I faced him again he would be getting roflstomped and I never saw him after he lost the BG twice.
They did and it was a great era, everyone could play together.
The issue was that certain specs/classes still held on to the one shot capabilities due to lack of tuning. SV hunter Throwing axes comes to mind as one example.

In terms of gearing, players lost customization in a game which made its name having this option.
That was boring for the masses, which I agree with 100%.
Exploiting the function in PVP instances is one thing for sure.
Twinking/Gearing up our low level characters can easily be done without even turning off experience. Vendors, BOES, Enchants, Gems! and Crafted options are definitely “good enough.”
With the new universal Auction House, materials, scrolls and gems seem to be very easily obtained without breaking the bank. Super reasonable.
Low levels suffer from poor quality matchmaking, there is not a healer cap (even any form of matchmaking per side) for that matter.
Premades don’t always fight other premades is just another poor design feature.
Class/Spec tuning… rabbit hole awaits.

They do now, the way blizzard have set up xp off. Outside of 29s, unless you want to sit in a queue for 3 hours and then log off with 0 battlegrounds played.
To be honest with you though, after re reading the persons post that you were replying to, I think I misunderstood what you meant by not considering that twinking.
I thought you meant the boe gear.
I also think that the guy you were replying to meant that you could gear your character without turning xp off. I believe he use the word twinking in place of gearing.
Leveling is so fast now players have no time to hone their skills while doing it.
I think PvP needs a massive rework. People should be encouraged to play the game and incentives to get better and excel. If end game is about all the good content and rewards going to top players in the best gear, while those same players want easy alt leveling with no competition from geared or experienced players in bgs, maybe they need their own baby bracket.
I had no issue in getting time in to hone my skills with it.
Just bought some heirlooms and was able to compete just fine.
Read both/all of my post, it is very doable.
No they dont, they leave the match to extend their stay in the bracket. People jump through a lot of hoops to drink from the fountain of power tripping.
I have suggested a separate bracket similar to Exile’s Reach designed for PVP, which would allow unexperienced/new to PVP players embark the journey.
The caveat would be folks would just make new fresh accounts to camp the zone.
It happens in COD too if I am not mistaken.
They still level out, but yeah can extend the time it takes
