Is Blizzard allowing Alliance to create Shaman and Horde to create Paladins?

No. Ur simply cooked if your a pally/sham player whos faction gets locked. Pvp only though. But normal classic servers are huge memes

Yes. In about 15-18 months. It’s called TBC.
