For most any pet related question as far as what you can or can’t tame, abilities, etc, I recommend petopia.

Yes, there’s no faction restrictions on what pets you can tame.
It’s just a tiny bit trickier because the majority of tameable dragonhawks are found either in instances or Horde territory.
But that’s part of the challenge!
