Can a warlock open a portal to summon a player to their location anywhere, or just certain locations?
You can create the warlock closet almost anywhere, but you need 2 people to create the closet and summon anyone.
So technically yes, but also no.

You generally cannot summon someone into in instance from outside the instance.
Warlock Ritual of Summoning can summon into an instance from outside , and vice versa, assuming that the summoned character meets the requirements , such as level & faction, to be summoned. Look up Ritual of Summoning in Wowhead or Wowpedia.
I remember when people used to summon people so far under water they would drown before they could reach the surface. Or would sneak into glitched out areas and summon people. So yeah anywhere intentional and unintentional, the portal doesnt care.
The good ol old days of summoning a closet out over the edge of a cliff. Surprise!
And mages thought they were funny with the old dalaran portal trick.
