So I opened a calling box today and got a 203 belt from it. Then it occurred to me: Why does this stuff even scale in ilvl? It’s literally always lower than the gear I’m currently wearing.
Why not make this gear Bind on Account? It’s not like you can get a ton of it, its a one a day thing and doesn’t always drop. Just a little boost to alts and a reason for people to do callings on their main.
edit: Making the edit because I posted on this character, where a 203 could be an upgrade. Got it on my main 220 warlock.

Because people in this game don’t care about this kind of qol stuff. When it comes to rep or gear, it is the only time a good majority care about rp or WoW being a rpg. If you don’t do it or earn it on every single character it’s not needed or doesn’t count.
I got a 197 staff on my Druid from one.
It was an upgrade.
If you raid, it won’t be an upgrade. If you M+ it won’t be an upgrade.
If you mostly solo play or do LFR it will be an upgrade.

I mostly solo and lfr and I have a 203 ilvl. None of the freebies are upgrades. OP we need more BoA gear tokens
I want to say the ilvl stuff has to do with the Renown upgrades. Those are ALWAYS a step behind any normally progressing player though. I’ve done WQ where the gear is well below my level, and I’m guessing the gear from Callings is based in the same system.
But this goes back to the old “why give us gear we can’t buy until it’s already too low for us to use?” question. That happened in Legion with the Class Hall gear as well.
