I never got a concrete answer but after a bit of searching I think it will end next week.

The quest âThiefâs Rewardâ is missing. Based on WoWHead posts it should be in the game for TBC. But after turning in all 4 opposing factionâs flames the quest does not trigger.
They have it in their blog. It ends August 8th.
