Lights Deliverance and Shake the Heavens are not working properly in PVP combat unless the Templar buffs were only meant for PVE and not effected in PVP however no post said this. I would also take a look at Penitence and Burn to Ash in relationship to empyrean hammers. Blizzard please fix ret community has been waiting for a long time for templar changes to be viable! Let us cook!
