Bugged quest "Runas the shamed"

Quest “Runas the Shamed”, quest ID: 37957, is bugged. After escorting Runas to the designated spot, NPC Stellagosa doesn’t appear for players to turn in. This quest bug has been encountered by many players in the last few days.
The quest is a part of Aszuna and legion artifact questlines. So please fix this asap.

Same issue here. Dropped and repeated quest, no luck. Turned off all my addons, no luck.
