Bugged on login with 70+ toons

When logging in on level 70+ toons I experience two bugs at the same time:
• I do not automatically join chat. Chat channels are unavailable to me, and greyed out in settings, until I switch zones.
• The introduction cinematic for whichever patch we’re on plays for me and I need to skip it. Before 11.1 it was the recap cinematic, since 11.1 it’s now the Undermine cinematic.

I have tried the following remedies:
• Resetting chat setting to default
• Deleting Interface, WTF, and Cache folders
• Repair from Bnet app
• Uninstall / Reinstall
• Uninstall / Reinstall to different hard drive
• having a GM reset my account - side note on this: I was unable to post here prior to the GM reset but I can now

Nothing has worked to resolve these bugs and they are quite annoying. I believe there is nothing I can do further on my end to resolve them. Any help from a CSR here would be greatly appreciated.

The watch state for the cinematic is stored in config.wrf so if it plays repeatedly, I wonder whether it’s having trouble writing to that file.

I checked this by manually editing the file from value 13 to value 11 (as suggested in multiple online forums) and the value was updated back to 13, so that’s not the case. Also that value seems to be associated with the into cinematic played when opening the game, I’m referring to a cinematic that plays when logging into a character.
