Archmage Khadgar has been returned to the Violet Citadel (Yay!!), but Archmage Karlain to Khadgar’s right (when facing him) is still not present to turn in “The Wisdom of the Council.” He is showing as 50 yards away below and behind his correct location. He will show up to go to the Purple Room and show up to empower artifacts, then he fades away.

I’m having this same issue. I’ve even abandoned the quest three times and he still pops up in the unreachable spot.

Bumping again. My husband and I were trying to finish the quest line together to gain our class mounts and this quest is a requirement. I was able to turn the quest in, and he experienced this bug where the NPC is ‘missing’ or fallen through the floor or whatever has happened. The quest tracker shows him as below the floor and behind a wall…so he cannot progress and cannot gain his class mount until this is fixed.
We’ve submitted a bug report and have found forum posts about this bug as far back as three weeks…but have heard nothing about it actually being FIXED. Cannot seem to submit an actual ticket on things like this anymore, which is frustrating at best.
Would love to see a blue post acknowledging that something’s actually being done. If fixing the bug is something that will take extended effort on the dev’s part…a brief work around could be that this quest be removed from requirements to earn the class specific mounts.

Another bump. 2 months later and still not fixed. I recently started the mage campaign quest line and ran around Dalaran trying to figure this out before finding this post. Sigh

WoW 12/24 and it’s still bugged!
So, to recap:
Cannot finish warlock artifact weapon quest (even if you have all three, you cannot complete it)
Cannot finish mage artifact questline (cannot find npc turnin Karlain)
Cannot finish tailoring quest b/c first boss in Return to Khara bugged.
