As of Tuesday this week, Quests are no longer dropping for the first time walker of the week as well as the additional rep gain.

Same issue here. Some toons get the drop others do not. Which sucks because I had it lined up perfectly to buy the last of the mounts and toys I lacked by the end of September and now I will miss a Draneor mount and a toy. Sigh…

Two separate characters and no quest. I have no idea why it’s not dropping. I don’t have any previous turn in.
It’s a tad bit annoying because I don’t do time walking for the weekly gear anymore as they nerfed (lowered) that. So I would like my badges at the least. Resolve please.
Same thing happened to me. I needed those badges for the rep tokens! Hopefully they’ll at least acknowledge the issue, I haven’t seen a response from Blizz yet.

Checking in, same thing here, no quest item after my first dungeon. Entered a ticket, we’ll see what happens.
Check with these if the quest is marked as done, I think a bunch weren’t reset correctly from the last Warlords timewalking:
Horde

same issue here so far on 2 characters, my friend didn’t get the item either, and this last run i did no one in the group got it (maybe they did before dunno but 0 people got the item)
It’s inconsistent. My Alliance mage hasn’t gotten it but my Horde mage got it on her first dungeon run. Tomorrow I will run 2 more alts each on different realms and factions and see how it all ends up. Good luck ppls!
I’ve got the same issue. I just ran it on 3 of my alliance toons and no quest for the 500 badges dropped. All did the timewalking the last 3 weeks.
My horde toon however didn’t do it last week and the quest did drop for that toon on the first dungeon. .
It’s broken blizz.
The quest is called : The Shimmering Crystal
The quest item is: Shimmering Timewarped Crystal
Confirm same issue I even ran a 2nd to be sure.
did your horde mage do timewalking last week?
Just received a response to my bug report on this. GM said they fixed the issue and I would get it on the next run. I can confirm I got it after running another timewalking dungeon.
I am having the same problem I did 4 different characters to and only the first one receive the turn in quest for the 500 TW badges
Yes my Horde mage ran last week, all the last 4 weeks, I missed the first week. The mage that didn’t get the bonus 500tw quest actually had it in her bag this morning after I reported the bug a few days ago…alls good now. 
I contacted the GM’s too. I submitted a bug report. I asked for the quest item that didn’t drop on 3 of my toons, and they said… should be fixed now. Can’t give it to you. Run it again. Have a nice day. I’m paraphrasing.
In the end they said that it affected thousands of players and it was too hard to go through them all and give them the item. We gave you the option of running it again, but you didn’t take kindly to that idea… bla bla bla
