Bug Them world quest has hidden cooldown on placing the bugs

The Bug Them quest in Azj-Kahet involves clicking highlighted areas to place bugs. However, there seems to be a hidden cooldown on placing these bugs because you can attempt to click a spot and nothing will happen until this cooldown apparently expires. After just placing a bug and then attempting to place a second you can’t see the interact hand (your mouse pointer remains a pointer), then when the interact hand is present it still won’t let you interact for a few more seconds.

This doesn’t seem like good behavior since players are given no feedback that they must wait until placing a bug, leaving them questioning if they’re doing something wrong.

Right, the animation takes a second or two (maybe depends on how far away you are), but the cooldown doesn’t start until after that and lasts another 10 seconds or so.

The cooldown is exactly 10 seconds from when the cast finishes. You are given a 5 second buff starting when the beetle lands. After this buff expires, the interact icon changes back, though the plant bug cooldown itself will still have 2-3 seconds left on cooldown before it can be used again. This all seems to be intended when looking at the spell itself.
