The Skyborn horde racial, skysight, reads as follows:
Attempt to draw power from a convergence of elements and receive its blessing, increasing your movement and mounted movement speeds by 10%. Lasts 30 sec if no elemental convergence is nearby, and 15 min if one is found.
This implies that it should stack with other movement speed bonuses, as it does not explicitly state that it doesn’t stack - in fact, quite the opposite, it includes mounted movement speed in the text. For comparison, the Tauren plainsrunning tooltip states explicitly that it does not stack with other movement speed increasing effects. It cannot be used while mounted, either.
Currently, Skysight is not stacking with any other movement speed bonuses. It does not work for ghost wolf form or cat form (with the applicable talent for faster movement).
Given the tooltip discrepancies, and the fact that it does say it works while mounted (and, mechanically, things like ghost wolf and travel form count as a psuedo mount), I believe skysight not stacking is a bug.
Would be nice if someone at blizzard could look into this. Horde skyborn already get pretty shafted on racials both vs other races as well as alliance skyborn. Having our movement speed buff not working properly isn’t great.
If this can’t be changed, I’d like to suggest some alternative options for skysight to make it more equivalent to the 100% health/mana regeneration for 15 seconds/minutes that alliance skyborn get:

Resource Cost Reduction.
Skysight: Attempt to draw power from a convergence of elements and receive its blessing. Your mana, rage, and energy costs for abilities are reduced by 20%. Lasts 15 seconds if no elemental convergence is nearby, and 15 minutes if one is found. -
Elemental Damage.
Skysight: Attempt to draw power from a convergence of elements and receive its blessing. Your abilities and effects which deal fire, frost, or nature damage deal 10% additional damage. Lasts 15 seconds if no elemental convergence is nearby, and 15 minutes if one is found. -
Resistance and Penetration.
Skysight: Attempt to draw power from a convergence of elements and receive its blessing. Your resistance to all elements is increased by 100% of your level, and your abilities ignore resistances equal to 100% of your level. Lasts 15 seconds if no elemental convergence is nearby, and 15 minutes if one is found.
