[bug] Researchers under fire not starting on time

Well it took three attempts to get a researchers under fire event to actually start.

The first two times I arrived at the event, well before it was to start, the timer counted down then the event failed to start and the timer changed to counting down for the next start time.

Annoying as hell, especially since it is a required for the weekly quest.

Our problem was getting it to end. Just stopped mid way through the tasks then timed out.

Went back to the task area, looks like the elites from one of the tasks respawned after the event timed out.

Things always been about 50/50 for me. Surprised the put it in a must complete rotation.
