I have leveled up several other characters up to 80. Along the way, while questing, I would get a blue satchel which dropped from regular npc’s while questing. Those contained better gear. However, on the last 2 characters, not one has dropped. They did not drop from doing dungeons. They were dropped by regular npc’s.
I believe that those bags dropping from kills were part of the Winds of Mysterious Fortune event from a few weeks ago, which is no longer active.
It looks like the event may be coming back in the next patch according to wowhead but nothing is certain yet.
