It say’s I must be in the Zoram Strand for this quest item to work. I am in the Zoram Strand … or at least where the quest marker says I should and I can not complete the quest.
Also when I enter the sub-zone Zoram Strand it does not update to say I am there. If I logout and login again it set’s it to a blank zone. If I leave the area and say enter Ashenvale general area and go back then it still sticks with Ashenvale.
I also can not use the totem to finish the quest

I can’t finish it, either. I’m standing right on the question mark on the strand but I get a red message that says I’m in the wrong zone.
Ok. Figured it out. When you get to Darkshore, it’s in the present. Find the gal in the white light on the road south. She’ll let you see Darkshore in the past. Then, fly back to the Strand and complete the quest. After the guide gives you the orb that will turn you into a crab, make your way North on the strand and find the group at a bonfire. Turn into the crab so that you can listen. After the conversation, go away from the group where you are safe. In order to call back the guide you have to find the totem in your bags. Click on it and the guide will re-appear. Quest completed.
It’s a lousy bug that you have to go back to the past in order to do this quest. There’s no indication that this is required. I just thought that perhaps it might work and it did.
The problem is the mobs for the quest are not in The Zoram Strand, they are in Ashenvale, so you can’t place the totem near them. This is probably due to BFA phasing and the quest In Darkest Night, which I was also working on near there. I went south to 15.77 28.12 and the zone changed to The Zoram Strand. From there I was able to plant the totem. I did not have to do anything that previous poster mentioned.
This is this an issue in 2023 im a newer player this is wild to me.
