This is a daily quest in AK, I just completed, but it says quest failed. I don’t have the reward, it didn’t complete, but the progress bar is at 100%
Got it to give me everything with a relog and flying off, leaving the report for others experiencing the same thing

Experienced the same issue, and the listed solution worked.
Bumped. Solution works but annoying.
Based on datamining there should also be a battle pet called “Slim” that is a reward from Gutter Work, but so far it is not being awarded.
I flew out of the mini-zone where the quest took place, relogged, and flew back into the mini-zone. I got the quest start talking head and immediate finish as well.
