Bug or not? Totemic Recall + Creation Core Talent

I noticed something about totemic recall paired with the creation core talent (allowing for two totems to be recalled instead of one).

If I am not in PVP and cast two healing stream totems, the totemic recall will refund two charges of healing stream totem. This is not the case in PVP which makes me think its a bug.

Any one else notice this? Is it working as intended?

Yeah, it’s really weird. When I’m doing PVP I just be very careful to go HST>Earthen Wall>Totemic Recall

That way i get a HST and Earthen Wall back
