I’m sure Blizzard said with the TWW we could do old raids and get transmogs on any toon no matter what the armor was… I just did a quick run on BWL and didn’t get more than two of the mogs and they were both Leather (Was on my DH used for farming)
So is this bugged or did it not make it into the game or what?
If they were tier pieces, you can’t learn those on any class yet, but that is supposedly in the works. Non tier sets and pieces are fair game, including BfA and Shadowlands sets (up until Sepulcher).

You can get any transmog that isn’t SPECIFIED FOR A CLASS. Blizzard was pretty clear on this. If you’re on your Demon Hunter and Bloodfang drops (Rogue Tier 2), you cannot get that appearance, you’re not a rogue. If a non-set mail belt drops, you CAN get that appearance even though you cannot wear mail, as it’s not tied to a class.
Absolutely not a bug. Read the fine print!

Edit: ya most of the stuff I got was T2… I hope they fix that soon. My DH is so fast and makes things easy when farming
