I am not seeing this quest show up after submitting The enemy of my enemy. This is the quest line for the rogue specific dagger Dream Eater. Has anyone else had this issue and if so how did they fix it?

I’ve found the solution. You must do the shadowstep rune quest and honor among thieves rune quest even if you bought them from the rune broker. Reply back if you have any questions.

I’m stuck at Honor Among Thieves part. I’ve re-done the SFK and SM portions, but I haven’t received the mail for the next one. I went to Ravenholdt and he wouldn’t give me any quests. I went to the box outside SFK and it didn’t have anything to interact with after I got the SM rune.
Edit: I’ve gone in and out of major cities multiple times.
You need to do shadowstep rune quest and honor among thieves in order to get the dream eater quest line which also require you to hearth back to a major city after completing them.
