My character gets teleported to the chair at the table where the minigame takes place in hallowfall. I tried to hearth and it just rubberbands back to the table. He cannot move. I tried reloading, restarting, etc.

having the same issue even tried using the character unstuck service

also having the same issue. also did reload, restart, and character service multiple times.
you have someone summon you out of it
FWIW, it looks like now, if you look at your character tile it’s “Chair”. Right-clicking on that “Chair” has the option of “Leave” which will happily let you hop out of it.
