Shadow Oil internal cooldown

After some testing, it appears as though shadow oil can not proc more than once every 10 seconds. Frost oil does not have this limitation. Is this intended? It seems odd that the two items that do this act differently.

And lifedrain spell damage scaling

If Wow.tools is wrong (Runeblade of Baron Rivendare was 1:1 proves this and it being changed) Then Neretzek the Blood Drinker and corrupted ashbringer should scale with spell damage
