Outlaw gets 15% plus a speed boost with a reasonable cd and they’re mdps who don’t need to kite or cast
You’re talking about a permanent 30% speed buff, BM with that + Cunning + Gems would have something like 160% base speed. They would be faster than your average spec whilst running in a tar trap.
