Because of the restrictions to doing content with friends early xpac as cross-faction, I did a faction change after I was finished with the campaign and almost every zone’s quests. I believe this aided in putting me in the situation with this bug I am facing.
There is an NPC in Dorn at the crossroads that should be there after completing all prerequisites that gives the quest “A Sassy Arathi” to start the storyline for “Brotherhood in the Skolzgal Wood”. However, on my main, this NPC does not exist. I cannot start the questline.
I have opened a ticket with Blizzard and struggled with poor customer support and automated careless replies that showed they didn’t even read or investigate the issue. After several rebuttals to the support replies, I finally received a professional reply from Game Master Seipdipsai who informed me:
“This is actually an emerging bug in the game that needs resolving, as we have received several reports of this issue and can confirm it is not working as intended. Currently, we do not have a workaround or resolution that can be provided. We apologize for any inconvenience while our developers work as quickly as possible to resolve the issue.”
This is a confirmed bug. If you find yourself in my position, I wouldn’t count on this being addressed anytime soon. Though it was stated that they are working to resolve it as quickly as possible, this particular bug is most likely viewed as minor in the grand scheme of all other issues during the launch of this new expansion.
The only other bug hidden in this bug report is that of customer support. There need to be some major improvements made in that department.

Update - Because of the mass questing, I did not remember that I had initially started the questline. (Running the script from Wowhead to check completion still returns “false”). I have found where the bug for me happened.
When I turned in “Found Around the Unbound”, I remember now that I stayed after turning in the quest, but there was never a follow-up quest available from Peacekeeper Leif. I know I checked all of Dornogal several times and this quest was never available.
What I did do, was start the questline again from my alt, picking up “A Sassy Arathi” from the Dornogal Citizen @ 55.36, 55.80. Then I progressed through the questline until the next quest didn’t alert me “Warbound already completed this quest”. Once I got to that point, which was right before picking up “The Pillage of Freywold Village”, I logged back into my main. I went to the previous quest location for “Found Around the Undbound” (Inside the building in Stoneward’s Rise (Dornogal) @ 67.17, 18.96. There was finally a quest available for me to pick up and it even showed on the minimap which it didn’t before. I am able to finally continue and complete the questline.
